     A nice TextBox with owner Title Caption, Frame, Balloon Tips, etc. Too properities but traditional TextBox ones.

The download as it is, is 'messy'
Every other submission that I have seen, with a user control, provides a normal VB6 project, and includes the .ctl file in the same folder.
Your submission has the VB6 testing project, as a sub folder, with complicated path requirements for the dependency.
That will make it very difficult for many of us when attempting to include your user control into our projects.

Well, here are some possible procedures:
1) To generate registered OCX:
--- Click on ... \ CaptBox \ CaptBox.Vbp
--- Change the Public property to True.
--- Build the Project: This will generate .ocx, .lib, .oca, etc.
--- If necessary, register CaptBox.ocx
2) To test or have a user control model for any project:
  --- Click on ... \ CaptBox \ TST \ Project1.Vbp
--- Ensure Public Property = False
--- Run the code.
