     This a old puzzle game. You will know what to do when you see it. Anyway, arrange the numbers from 1 to 15 starting from upperleft corner. The code is well commented. Has a shuffle option.

I must never have travelled as a child in a poor Scottish village, as I never heard of the game.
Thus I did not know 'what to do when you see it'
I Googled for 10 minutes, and eventually worked out that you start with the numbers scrambled, and try to move them until they are in order.
When i returned to type this, I noticed Nilov did sort of say that. But when I first read his description,it did not come across to me that that was the instructions (because I had never heard of the game)
